Framework for the Provision of Residential Care Services for Children and Young People to Local Authorities in the West Midlands ref: 3737

Councils have a duty to make arrangements for the accommodation and care of Children for whom they have a responsibility pursuant to the Children Act 1989. The West Midlands Children’s Commissioning Partnership (WMCCP) is a regional group of fourteen Councils and Service Provider representatives. The Councils within the WMCCP are taking steps to secure, so far as is reasonably practicable, accommodation for Looked After Children, which will meet the needs of the Child/Young Person as outlined in the Sufficiency Duty (Children Act 1989 Section 22G).

Children’s Rights and Independent Visitors Service ref: 3557

Coventry City Council and Warwickshire County Council are inviting tenders to provide, under one contract, both a Children’s Rights Service and an Independent Visitor Service for those eligible young people receiving a social care service from either council.  The contract will commence from 1st July 2012 for a period of 3 years and 9 months with a possibility of an extension of a further 2 years.
The advocacy service will champion and promote the rights of looked after children and young people in line with the National Advocacy Standards, the UN Convention on the Rights of the Child and any other relevant legislation.
Tendering organisations should have the organisational capacity to undertake and manage the service, together with the requisite level of expertise and knowledge.

Design and hosting of portal for the Coventry and Warwickshire Local Enterprise Partnership

This procurement exercise is being carried out by the Coventry and Warwickshire Chamber of Commerce

The Chamber wishes to source a provider to design and host a web-portal which is to act as the primary point of contact for businesses operating within or planning to relocate to Coventy and Warwickshire.

The provison is initially required for three years starting in early 2012.

Digital Waste Data System – Ref: 3474

Warwickshire County Council is seeking tenders for a Digital Waste Data System.

The Authority currently handles in excess of 10,000 weighbridge tickets and waste transfer transactions that need recording and checking by Officers.  From 1stDecember 2011 the Authority will directly manage eight Household Waste Recycling Centres (one of which is a Waste Transfer Station) and as such the Authority will have large quantities of data to process and manage.  A Digital Waste Data System is now sought to manage this data.  The Authority requires data to be entered into the system from April 2012.

It is anticipated that the contract will run from February 2012  for 4 years with an option to extend annually for up 2 years.

Warwickshire County Council Care Homes for Older People – Ref: 3692

Warwickshire County Council is seeking to sell its 8 remaining internally operated residential care homes for older people.

The Authority is seeking to sell the homes as going concerns. Each home has existing residents that are to remain in the homes and the current staff will be transferred in line with the Transfer of Undertakings (Protection of Employment) Regulation 2006.

The homes are to be sold on a freehold basis with a restrictive covenant placed on them (to ensure to the land is continued to be used in some form the benefit of the elderly).

To ensure the continued quality of care, the sale of the homes is being managed via this tender process. This tender also includes the necessary care contracts to provide for existing residents.

The 8 Homes are:

Bracebridge Court, Atherstone

Caldwell Grange,Nuneaton

Four Acres, Studley

Low Furlong, Shipston

Lower Meadow, Bishopston

Orchard Blythe, Coleshill

Park View,Warwick

The Lawns, Whitnash

 Bidders will be allowed to bid for one or more of the homes and in any combination.

The Authority is expecting to receive capital receipts for the sale of these businesses and will be offering a residential care contract to cater for the existing residents (and potentially future residents). The Authority will be open to proposals around the type of contract to be awarded i.e. whether on a spot basis or block basis.

The Authority may wish to continue the day-care and respite provision within the homes if this is of interest to bidders.

The procurement process is expected to take around 7 months and will involve this first stage (pre-qualification) followed by a tender stage, a dialogue stage and a best and final offer stage. As part of this tender procedure the Authority will be looking for evidence of secure funding to ensure the success of any ultimate transaction but will also be seeking to ensure that the successful party (or parties) will deliver acceptable levels of quality.

The Authority is seeking solutions that ensure it receives best value for the homes

Market Engagement for a Direct Payment Support Service

Warwickshire County Council are considering a range of different service models which could provide a Direct Payment Support Service in the future within Warwickshire.

It is proposed that there will be four components to the support service.  These include Information and Advice, Engaging and Recruiting Personal Assistants, Payroll Services and Financial Management of the Direct Payment.

Supply and Maintenance of a Library Book Vending Machine Ref:3514

The Authority wishes to purchase a Library Book Vending Machine.  This will include the purchase or lease agreement, all warranty details, planned servicing and ad-hoc repair maintenace.

The tender document outlines three differently specificed items.  Tenderers are encouraged to provide bids for one, two or all options.  The Authority will decide during evaluation which Specified item (Option 1, 2 or 3) it wishes to proceed with.  Resposes for that option will be evaluated.  

The machine will require a capacity for 400 items unique without cassettes.  It will also be possible to extend the machine allowing for greater capacity.
