WCC: Community Engagement for COVID-19 Prevention

This funding is to support and enhance Warwickshire’s community engagement with the national test and trace programme, and the prevention messages in relation to reducing the risks of transmission of COVID-19.

Deadline for applications: Midday Tuesday, 1st September 2020

Applicants are invited to apply for funding up to midday on the 1st September 2020. Submitted applications will be reviewed on an ongoing basis, and funding awarded for engagement plans that meet the guidance identified below. We therefore encourage you to apply early.

The work for this round is expected to be completed by 30th November 2020.

Individual applications up to the amount of £1000 will be considered.

Background information
On 27th May 2020 Warwickshire County Council alongside Coventry City Council, Solihull Metropolitan Borough Council and the West Midlands Combined Authority were selected to take part in the early roll out of the Government and NHS’s new test and trace work. This programme is one of 11 across the country that will develop local outbreak control plans in relation to COVID-19 should an outbreak occur. Key to this is sustained community knowledge and engagement with the messages around prevention of the spread of COVID-19, and an understanding of the test and trace system. What is Test and Trace (T&T)?
The NHS test and trace service:

  • ensures that anyone who develops symptoms of coronavirus (COVID-19) can quickly be tested to find out if they have the virus, and includes targeted asymptomatic testing of NHS and social care staff and care home residents

  • helps trace close recent contacts of anyone who tests positive for coronavirus and, if necessary, notifies them that they must self-isolate at home to help stop the spread of the virus.

This service is to help return life more to normal, in a way that is safe and protects the NHS and social care. The service will allow tracing the spread of the virus and isolation of new infections and play a vital role in giving an early warning if the virus is increasing again, locally or nationally’

Community Engagement

In order to support the above work we need to secure genuine, active and viable engagement with different local communities, by organisations/sectors who have the knowledge and grassroots relationships to raise awareness of: Test and Trace, when and how to get tested; and how to prevent the spread of COVID-19. This will include a variety of methods and platforms.

Priority population groups have been identified in Warwickshire for engagement with this work and are identified below. Work in any of the geographical areas of the county will be considered.

Current priority groups:

  • Young people, males and older populations

  • Low income households

  • Black, Asian and Minority Ethnic Groups (BAME)

  • People with learning disabilities and/or learning difficulty

  • People whose first language is not English

  • People with long term conditions e.g. diabetes, obesity, asthma,

  • Inclusion health groups e.g. asylum seekers and refugees, Gypsy and Travellers, homeless people, sex workers.

Key themes:

  • We want to build trust in Test and Trace and for people to act quickly to get tested when they have symptoms

  • We want people to feel confident that they understand the prevention measures such as hand and face hygiene, social distancing, and know the symptoms

  • We want people to protect others by self-isolating when they have symptoms or a positive test, and to know what their households need to do

  • We want people to continue to engage in these messages and not disengage as time progresses

  • We want to reduce to zero the incidences of Covid-19 in Warwickshire.

The immediate need from a community engagement approach is to maximise reach into current priority groups, but there is recognition that this may change with new and emerging data.
