Could your organisation help grow cycling, physical activity and wellbeing opportunities in Solihull?

Solihull Council is inviting expressions of interest from Voluntary, Community, Faith and Social Enterprise (VCFSE) organisations interested in taking ownership of one or more community cycling hubs and shape its future. Successful applicants will run and deliver low-cost, inclusive cycling sessions and activities, helping local residents to lead healthier and more active lives. See full Eligibility Criteria.

The deadline for expressions of interest is Friday, 16th October 2026.

To note. successful applicants are to be available between 23rd-25th November 2026 to attend a short 30-minute Microsoft Teams meeting to discuss their proposed delivery model, asset transfer arrangements, and any support requirements ahead of the transfer process.

Each hub includes:

• Lockable 20ft shipping container
• Adult and children’s bikes
• Helmets
• Bike maintenance equipment.

Successful organisations will take ownership of all hub equipment. Transition support, including first-year bike servicing, training and marketing support will be provided.

 Hubs will need to be based in one of the following areas:

• North Solihull wards
• Hobs Moat North (Lyndon)
• Green Hill (Shirley East)
• Solihull Lodge, Olton South, or Ulverley East (considered).

The successful organisation(s) will need to use the container for bike storage and provide low-cost activities. They will need to hold land ownership or at least two years’ landowner permission for the hub location. Where an organisation is proposing to retain a hub in its current location, confirmation that continued use of the site is supported by the relevant landowner will be required.

These assets cannot be sold for a minimum period of 5 years but may be transferred to another community organisation during this period. The transfer of assets will be subject to a legal agreement, including provisions for the transfer or return of assets within the 5-year period should the recipient organisation cease operating or be unable to continue delivering the agreed community benefit.

Applications supporting disabled people, carers, or people with long term conditions will be prioritised.

Solihull Council will not be involved in the running or use of the cycling hub, unless the above requirements are contravened.
